Senior Research Fellow of the Lakshman Kadirgamar Institute of International Relations and Strategic Studies (LKIIRSS), Ms. Madhuka Rukmalgama participated in the “International Seminar on the Path to Modernization: Takeaways from China’s Theory and Practice in Poverty Alleviation”, held in China from 3-12 July 2026, upon the invitation of the Embassy of the People’s Republic of China in Sri Lanka.
Organized by the International Department of the Central Committee of the Communist Party of China (IDCPC), the seminar brought together representatives of political parties, think tanks, and academic institutions from over 40 countries across Asia, Africa, Latin America, Europe, and Oceania.
The seminar provided participants with insights into China’s experiences in poverty alleviation, social governance, and modernization through first-hand exposure to the country’s development achievements and governance practices through expert discussions, policy exchanges, and field visits. The participants visited several cities including Lanzhou, Buleggou Village, Fuxi Temple in Tianshui City, Guyuan, Wuzhong, Yinchuan in two provinces.
As part of the program, Ms. Rukmalgama submitted a paper titled “Poverty Governance and State Capacity: Comparative Insights from China’s Poverty Alleviation Strategy and Sri Lanka’s Social Protection System.” The paper compares China’s poverty alleviation strategy with Sri Lanka’s social protection system to examine how governance structures and institutional capacity shapes poverty outcomes.
